Glazed Brake Pads

I put new pads and rotors on my Scirocco about a year ago. My LF brake is 
making a very irritating "chirp, chirp, chirp" as I drive down the road. It 
goes away as soon as I hit the brakes.  I had the opportunity to turn the 
rotors so I did that with absolutely no effect. Can I just replace the pads 
at this point or should I turn the rotors again?  (calipers are new, BMW)
