removing the rustproofing

There is but it's nasty stuff and you have to use it outside or at a =
minimum with the garage doors open and a fan blowing.
WillBond, it's a liquid sander used by painting professionals to cut =
deep crud and it works well on rustproofer. Apply it with a disposable =
brush, wait and remove with steel wool or a scraper. Your second =
application should be able to be removed with a rag leaving the paint =
clean.
Good luck, it's not a pleasant job but well worth the effort.
