pretty much you are looking at cv joints (outer will be felt in the wheel, inner is felt as a shudder, but not in the wheel), wheel balance, wheel out of round, possibly wheel bearings (not usual), tie rod ends will amplify the steering wheel feel of an existing (other) problem.

Starting around 80mph, my 85 Scirocco starts shimmying and the steering wheel kind of dances back and forth. The tires get rotated and balanced on a regular basis. Could this be something else under the front end?
