Squeaking Power Steering

Hello,
    The power steering in my 87' 16v has been making a lot of squeaking
noises when slowly turing the wheel hard to get into parking spaces and what
not. This problem occurs in both dry and wet conditions.

Is the ps pump going bad?

Note:- Belts are all tight and I have ps fluid.
