just to clarify here the prepump is in the tank thats why they call it a 
PREpump. It feeds fuel to the main pump. The external pump should make some 
noise. It is very difficult to hear noise from the prepump. try 
disconnecting the out line from the top of the tank (it has a little arrow 
pointing towards the front of the car and the hose is blue). Then attach 
another hose to the outlet nipple and have someone crank the engine. If fuel 
comes out then the prepump is working.

Sounds like maybe your fuel pressure regulator is bad. How does it run after 
it warms up?
