Start up electrical wiring. Julies car

The fuse panel is wired in on the 16v. No lights appear on the dash when the 
key is turned. It does not trip any relays.

What is needed to run the car in the form of relays. This one (from an 85 
jetta) has very few relays. I want to trip the # 2 relay for the fuel pump. 
The relay is good.

Is there another relay inbetween the ignition key and the relay?
