You might want to check your O2 sensor and/or the connector.  My
connector came apart slightly and caused a similar reaction to yours.
It made my '86 16V go into what is called limp mode which seemed like
half the power was taken away.

My 88 scirocco 16v is still missing and hesitates upon acceleration,
even when in neutral.  The problem tends to lessen as the RPMs go up
over 1800-2200.  Also, the engine is producing very low torque, so mucht
at to get evven somewhat of a quick start i have to rev upwards of 3500
rpm, whereas in my golf, a quick start usually means about 2500 rpm.
But between 2000 and 5000 rpm, the rocco pulls hard, but hesitates when
the rpms are below 2000.  Im damn sure there isnt a vaccum leak, cuz
when i stomp on the throttle in neutral, i can see the intake hose
coming from the airbox suck in about 3/4 inch or more.  Any suggestions?
i have already siphoned the old gas (from dec 99 hehehe)  and filled it
up with super 90 and added the proper proportion of injector cleaner.
With the 90 octane gas, believe it or not, it pulled harder in the
reange specified above, but still had low power in the low power range
specified above. The car has new plugs in it, the wires are fine, and it
has new coolant temperature sensors and oil pressure sending units.
WHAT IS WRONG!!!  The car has a nice, kleen K&N as well, and teh timing
hasnt been adjusted at all.  I NEED YOUR HELP!!!
