Further rear drum problems

First and foremost - Thanks to everyone who responded

I followed the procedures given to me and backed off the adjuster but after 
2 days its binding again. The handbrake is on its furthest adjustment and 
the wheel was spinning freely when i adjusted it.

Now the wheel gets really hot and you get that nice smell of hot brakes. The 
other side remains cool.

Any ideas?
