Bumper (the US one!)

So I took my bumper cover off, and it looks like my bumper is nicely
skewed on the frame.  Is this a problem?  Was it hit at one point? 
With the cover on, it looks straight.  (btw its the front one).

Also, anyone have any suggestions for removing the paint (silver) from
the cover?  GOing at it with a screwdriver is slow, paint scrapers and
paint thinner don't work.
