I had this problem - replaced the regulator and it went away. If it's not 
particularly new, it's worth checking the length of the brushes and they 
look short, pull them out gently with pliers to stretch the braid they are 
attached to to see if it makes any difference.
Also check the wires from the alt. to the starter - the wires get very 
crispy & corroded with age. Did you check the voltage at the alt. terminals? 
Corrosion could cause big voltage drop. Again, check state of terminals at 
alt. & starter.
