  Well, the Rabbit has a two headlight sealed beam system, so it makes
sense that the high and low filaments are located in the same reflector.

  The 4 headlight sealed bean system was designed to get a better
focused beam of light for the low and high filaments. Notice that the
retail packages have different high and low beam lamps, and so does the
European Hella replacemnt.

  Hella in addition has different sculptures on the face of the lamp, in
line with European standards. While teh American systems mostly provide
different intensities, the beam is European systems is focused
differently.

  Note that I live in Canada: but our regulations on eth subject are not
very different than the US regulations.
