There are two answers to your question (I love stuff like this!):
Answer A.  Strickly speaking, the 16-valve engine will turn your car into a
16V car.  But.....

Answer B.  your CAR will never be a 16V Scirocco, because it was not built
as one at the factory.  You can swap all the "correct" 16V stuff into an 8V
car and only you and the DMV will know that, in truth, it's still an 8V car
with 16V pieces. There's a lot of pieces (besides what you mentioned) that
make up a 16V Scirocco, including  springs, stress- and roll-bars, seats,
body kit, badges, wheels, and other stuff  I don't know about but the savvy
listers do.....
