it's a SEIDL 

It's one of my favourite body kits on a Scirocco.

This car has GT-II badges on the B-pillars.

I assume this is an U.S. Scirocco on the picture ?

That's unusual as unfortunately GT-II's never 
were sold in the USA, so the badge is probably not original ?
