Yes and yes. Er, more explicitly:

1.) You can turn rotors to remove a slight warp IF there is sufficient
remaining material to take the curvature out and still maintain the
integrity (expressed as minimum thickness) of the rotor. As cheap as new
rotors are, and given that its a maybe that you can turn the warp out, I
would suggest you'll be better served just buying new rotors.

2.) Sure you can drive 8" subs off a head unit. You can drive twin 15" subs
if you want. Will you like the sound? Not likely. Ultimately that depends on
how many watts the onboard amp delivers, but most built-in amplifiers fail
to push enough power to get the boomy response you're looking for from your
subs. Even just a decent separate amplifier ($$, not  $$$) can make a huge
positive change in the sound you get from your speakers.
