     You can't make a blanket statement like that, the laws vary substantially
from state to state or province or whatever.  In Ontario, for example, if you
stop for no reason other than you think the guy behind you is following to
close and he hits you, you are at fault.  I suspect several states have the same
basic guidelines because in the 70's it was a popular sport to lock up the
brakes with the intent of getting hit from behind so you could claim whip-lash
and get a huge insurance payment.
     Even in the same province, the laws are different between urban and rural
areas.  A friend of mine learned the hard way that if you signal a turn in the
country then don't turn and someone hits you it's your fault but in the city it
would be their fault.  
     Your only hope is to know as much as you can about the laws in the areas
you drive and have CAA/AAA to cover some of the legal expenses for those areas
you're just visiting.
