If I understand this correctly...
The fuel pump relay is trigerred indirectly from the coil, everytime the
coil is made to send a spark to the engine, the fuel pump relay gets a
12V pulse, this happens 4 times for every RPM. 

The rev limiter interrupts this 12V pulse and the fuel pump relay stops,
until the RPM drops below ~7200RPM.
