IIRC, the 16v Sciroccos had pressure reduction valves attached at the
master cylinder (one per rear wheel) and reduced the amount of line
pressure to the rear wheels.  A set of those were recently on Ebay
although you may wish to purchase those items new - probably
available thru Potterman.  

If you still have problems after adding the pressure reduction valve,
there are two options remaining.  

1) Use organic rear pads that don't grip incredibly well - that's
what I use on the racecar b/c the rear locks up even with a factory
proportioning valve.  

2) Add an aftermarket proportioning valve that's manually adjustable
- that way you can tailor your brake bias to your specific needs at
hand.
