Gearing with varying tire sizes

Quick gearing question - if I am currently running 225/50/14 and go to
195/55/14, which are about 5/8" shorter than the 225s, will I be able to
carry more speed in the gears or less?  I currently smack the limiter in
2nd at 55 mph.  Will the shorter tires raise that speed or lower it
before I hit the limiter?  I never have been able to keep that
straight.  :-)
