Tach needle calibration

I replaced the speedometer in my scirocco yesterday, and the tach is now off by 1500-2000 RPM.  At rest, the needle now points to the middle of the water temp gauge, so I assume I need to reposition the needle.  Can anyone tell me where the tach needle should line up when at rest and/or how to calibrate the tack?

This is in an 87 16V, and the tach is a VDO.
