If your happy with your 95 HP the I would suggest bolting up a 2L
(prefferably 3A) block to that head of yours. That way you do not have to
change ignition systems. You would want to add a knock sensor (quite easy
to add to existing system). But you will be able to keep absolutely
everything else (exhaust/intake/ignition/mounts/accesories etc...). 3A
blocks can be had for fairly cheap if you can find them and while it is out
freshen it up in line with you budget. A good post a while ago on what to
do while the engine is out can be found here...
http://www.scirocco8v.com/articles-4.shtml Shawn Meze wrote it and it goes
over everything you should consider in a rebuild of an engine.

The added torque will snap your neck and then if you so choose later on to
add a bunch more power, all you have to do is take your head off and get it
worked. Add a hot cam and exhaust...maybe deck the head a bit for higher
compression and you will have a screamer. But for now, just with a rebuilt
2L w/ JH head you will have somewhere around 120-130HP (at the crank of
course) in a very reliable package for a very cheap price (read: if you do
the work yourself under $1000USD block included).

The above setup is pretty much the answer you might be looking for.

I hate to say it but 16v isn't always or the only way for more power...BTW
this was not said to start a flame war so don't anyone turn it into one.
This is all based on my opinion and experience with the 3A block. HTH
