  it has to do with the timing and your distributor. it effects when the
cylinder fires. there are number of people who run their timing a little
advanced (i think) which will cause the car to run richer, unless the
mixture is adjusted (which is usually the case). from what i can tell,
the benefits are much like modifying your air box. some people notice a
difference, others don't.

  coming from where? in the engine bay? mine does that when the idle
drops too low. it's a vacuum relay which allows the pressure to escape,
thereby keeping the car idling. if yours i doing that, then you can
adjust the idle screw on the back of the intake manifold. specs are/were
posted on the hood, but i think they want it somewhere between 750-900
rpm. on both my '85 and '85 8v's, i've got it set for about 850 rpm.
