I've had some problems like this on my '88 16v.  The way it works is this:
There are three flaps in the HVAC system.  One will open to allow air to the
defroster vents.  One will move to allow air flow through the center dash
vent *or* it will divert air to the floor heat vents.  The third flap is at
the fresh air intake...sorta above the glove box.  It will either allow air
to enter the car from the outside, or it will close to recirculate the air
in the car.

The flaps are moved by spring-loaded actuators, sometimes called vacuum
servos (see Bentley).  When no vaccum is applied to the servo, the spring
extends the servo's pushrod.  *I think* the default, unpowerd conditions for
the servos are; defroster vents default open, dash/heat vent defaults to
dash, fresh air/recirc. defaults to fresh air.

The vacuum is distributed to the servos by the vacuum distributor (go
figure!).  It's mounted on the head unit that controls fan/heat/cool/etc.
These things go bad, but can be had from Potter for $35 or maybe
$65....can't remember.

My problem, and one that at least one other lister has, is that our fresh
air/recirc. behaves oddly, closing when it shouldn't, not closing when you
think it should.......I've tried to get confirmation from other listers on
whether or not the vac. line routing diagram in Bentley could be wrong, but
no one I've spoken with can confirm this.  I've had three used distributors
and one new one in and out of my car, and I've replaced all the servos, but
I just can't seem to get it to run right.
