They *can* be painted, but you gotta really lay it on thick, and it can be
scratched/gouged off pretty easily.  Probably should use a flex agent in the
paint too.  I contemplated having mine painted when I replaced the bumpers 
and had the car painted back in May, but opted not to, partly for that reason,
and also because I like the contrasting look of leaving the bumpers black.
