headers? downpipe?

I am bringing my car to inspection soon in order to finally get this beast
out of the garage, and I was browsing the wbe the other night and I came
across a nice set of headers... I remember that it took place of the
downpipe, and I was thinking that if I bought performance headers and it
included the downpipe, why buy just a downpipe? Do you think I would still
pass emissions? Are the headers and downpipe really a one piece deal? I do
not know a whole lot about this part of the car .. if you could all help me
to decide what to do I would appreciate it... also what headers do you all
prefer? The autotech headers seem decent	-Justin (87 16v white)
