When the motor is cold, the warm up regulatoe (AKA
control pressure reg.) sets control pressure lower,
enriching the mixture. As the motor warms up, it
gradually increases the pressure up to a set level. If
it goes bad, it makes getting your car to run when
it's cold very difficult.

These are not used on CIS-E cars. AFAIK, the only
benefit (assuming you are using forced induction) for
the CIS cars would be to get the Audi 5000 TURBO
warmup regulator, which supposed adds more fuel under
boost conditions, preventing lean out.
