That's not a fuel filter, it's a fuel reservoir. It has 3 hoses connected
to it and it's held to the lip of the tank by clips.

Not counting the screen on the transfer pump, the only fuel filter is on
the side of the fuel distributor. 

Without seeing the car, I'd suspect the tank first, those tanks are known
to leak and there is a safety recall on them, at least the 16V ones.

Btw, I still have a dealer replaced tank for sale...
