May be time for a new cluster or just have that one
re-built.  It's probably the little coil spring that
gives the needle shaft the resistance.  Had this
happen one time.  Really freaked out the cop I gave a
ride to when the needle jumped to 100 in first gear...
A good speedo shop could fix this, or a cluster may be
cheaper if you can find a good one.
