I've never seen the big tank without a transfer fuel pump, I don't think
that's possible...
If that's how it is, then it's a real "Oddball '84".

Have you ever looked at the fuel gauge sending unit?
I'll bet it has 2 hose connections and a 3 wire connector.

Another way to tell if it has a transfer pump, the main fuel pump feed
hose is connected to the top of the tank, and if it doesn't have the
transfer fuel pump, it comes off the side of the tank and goes directly
to the main fuel pump.

I think you have a late '84, which is AKA the '84 1/2 Scirocco.

And I thought Ford was bad with their half year stuff... <g>
Half year stuff off the top of my head.
'76 1/2 Scirocco, first year, or half year for fuel injection.
'80 1/2 Scirocco, switched to big calipers, and I think electronic
ignition.
'84 1/2 "Oddball Scirocco"
'86 1/2 16V Scirocco
