Yes this is usually the case but over the last 24-48 hours the list has
sent a few duplicates as well. It does this from time to time.

As for myself I usually send to all and hope it doesn't piss off the
sender too much to get two emails delivered. It's easier than editing
the To line, I am usually editing the text of the message diligently though.
