If you're talking about a regular CIS-E Scirocco 16V, the is a "Fuel Enrichment Module" on the market from Tectonics Tuning for about $100. Someone else markets one, but I forget who.
 
It is not a chip, although they'd like you to believe it's more then just a relay in a box. You just plug the thing in and it enriches your fuel when your car is at full throttle and at 5000 rpms or more. If I remember correctly, it does this by fooling the electronics to think your engine is cooler then it really is, so it adds more fuel.

Hello, somone on the mailing list recently suggested to me that buying a computer chip would increase high RPM horsepower, because stock, the 16V's are running "lean" .. just wanted to know everyones opinion on this.
