4K or AGB?

I've got a nice, clean 71,000 mi. AGB tranny from my wrecked 16V GTI.  I was
going to put the engine and trans into my '79 'Roc as a unit straight from
the golf, but I've also got a junky 4k sitting in my garage.  The flanges
won't turn by hand on the 4K, so my first question is why?  Do you guys
think this tranny can be rebuilt?  My mechanic said he'd rebuild the 4K for
me if I gave him the good AGB, and I'd like to do it for the lower gear
ratio.  But I don't want to get stuck without a trans if the 4k is junk and
can't be rebuilt.  Who's got some opinions for me?
