Check into your local laws about what is TOO loud. 
In CA the law is 95db at 50 feet. Many local cops here think they can
just create their own laws about noise. I had such an experience last
year but knowing the law worked to MY benefit (having been a cop and
knowing the laws helps more.) and kept me from an annoying ticket. The
same cop also tried to also tell me my car was too low after failing to
have reason enough to cite me for the loud thing. After his 2 backup
units laughed at him and left, I explained the law to him about that too.
So anyways, find out what the law really is before you waste money
altering your car. My car is sorta loud (only 88db @ 50feet) and I like
it that way. Im sure 90% Harley Davidsons are right about 110db and when
they stop driving past my house WOT then ill think about making my car
quieter. :)

If you find that there is a db limit then fight the ticket. Unless the
officer used sound measuring equipment at whatever specified distance,
then he will loose the battle. Remind him in court that his ear is
probably not calibrated for measuring sound levels. Since that probably
IS the case, how does he know your car is TOO loud? This is typically the
scenario in CA, YMMV.
