Julie,

Sounds to me like you have a clogged exhaust that is handicapping your
performance. What you're describing wouldn't be a rev-limiter problem.

If your catalytic converter broke up and then got stuck somewhere in the
exhaust system, it will do what you're describing, and may harm your engine.

I'd have a mechanic or muffler place check it out.
