Fuel tank updated

Hi,
I was looking at my gas tank. I was in this happy position for 2 happy
reasons. First my fuel (1.5 yr old) pump is howling, and my tank leaks
right after I fill it.I had the recall done last year.
There is something mounted on the gas tank over the fuel pump. It's not
the accumulator. It has 3 gas lines going to it. Bentley et. al. say
nothing about it. Any idea what this is?
I was suspicious of this since my transfer pump does pump out the amount
specified.

P.S. 87 16V 

Today the car died at 70mph. I checked for spark, changed the computer,
and fuel pump relay, no start. I'm about to check the two pumps. The
main pump still is audible, but I'll still check.
