Not to beat a dead horse, the shaft is a harder substance than the arm from
the wiper.  Cleaning it does work.  For us NW boys, you might want to play
it safe and replace the arm.  This same thing happened to me (with the
exception of the snow incident!).  I cleaned the splines and tightened the
arm down hard.  Then one night about 3 miles away from the nearest exit on
I-5S past Corvallis a wind gust from a semi blew the arm so hard that it
completely stripped out the arm rest of the way.  You be the judge.

It sounds like a candidate for a turbo to make up for the lost time and
money on this wiper arm!
