Ya, what Jason says below is very true.  I bought this '88 16V about 3 mos. ago
and drove it around for about a week or so.  The car had about 95K miles.  I
don't have any times or dyno-data, but before pulling the completely stock 1.8
block, I checked the compression and had 200 psi or so on all four.  I bought a
9A block from a 94 Passat that had about 45K miles on it.  It came out of the
car and cost me about $750.  I tore off the head, replaced the clutch, the pass.
side motor mount,  and all the seals in the block, and used my 1.8 CIS-E head
(still all stock).  The difference in low-end torque is just unbelievable.
Since my compression was so good with the original block, I'm going to attribute
all the difference to the 200 cc of displacement (rather than to the fact that
the new block has about 1/2 the miles on it as the original).

I'll throw in my 2c... my car has a 2.0 bottom end and head, with the
original CIS-E from the 1.8.  I have never driven a 1.8-equipped 'roc (!)
but have driven a 1.8 16V GTI for comparison purposes.  There is a HUGE
difference, most notably in the low end.  My car has all kinds of grunt
down low, it pulls like a mofo from 2k and even below.  The 1.8 has to get
wound up considerably further before it starts making power.

I have drag-raced my neighbor in his Integra Type R a couple of times,
and was dead even with him to about 60 mph, at which time I shut it down.
I'm sure he would have smoked me from there, but I was still impressed
that I was able to hang with him that long.

I've never clocked my car but really need to!
