No, it is not a direct fit.
 
The Jetta/Golf 16v M/C is only 20mm whereas the Scirocco is 22mm, and, the Scirocco booster has an adjustable clevis.
 
In order to add the 16v Scirocco booster to a MkI you will need to swap the brake/clutch pedal cluster from a MkII to mate up with that clevis.
 
Having said that, in a pinch you can use the Jetta booster/MC but you have to make an adapter to attach the non-adjustable clevis to the MkI brake pedal because it is to short.  I did this by hacking the clevis off the MkI booster and using the parts to "extend" the one on the Jetta booster.  It was ugly as hell but held up for 20K miles.
 
If anyone wants or needs a Jetta booster, I have one for sale/trade.
