1st gear lock out at 10mph?

This whole time i thought my linkages were all off. I can't get into first 
when i'm going about 15-20mph. and sometimes i would jam it in. but now.. 
this time. i just lightly pushed on first while the car was going. it it 
slipped in at about 10mph. is this normal? someone here said it was about 
30mph?
