manifold question

85 8V  I see (per bently) there is supposed to be some sort of CO test tube 
thing attached to my exhaust manifold.  What is this for and is it 
important?  Mine is not there, but instead just the bolt, which is currently 
spewing exhaust out of it.  Is there a good way to plug this leak up?
