I have relays on both the 83 Jetta and the 84 Scirocco.  I use high-output
GE sealed beams (available at any auto parts store,) and it is bright and
white. The lighting is far better than the stock lighting on my wife's 99
Vento/Jetta.  The high output lights almost make up for the crappy DOT
pattern (almost, but not quite.)

I have a set of Bosch H4 upgrades, but haven't installed them (saving them
for the '84 Diesel project.)  These set me back $125 CDN for the h/l, and
the highs would be about the same.

Relaying is a no brainer if you're familiar with wiring (stereo installs,
for example.)  For best results, 4 relays, 4 fuses will provide good
redundancy (to avoid a blackout fuse/relay failure.)  Keep the leads
short, use good quality wire for power (12 gauge to power the relays, 14
or 16 to the lights) and use shrink tubing and dielectric grease on your
connectors.  You may wish to get new headlamp connectors, as over the
years corrosion at this point results in a great deal of voltage drop.
Make sure that you get replacements that use a large pigtail, not the 18
or 20 AWG stuff.
