Brad is correct here, not all the CIS-E cars had knock sensors.  The 1985
Golf (non GTI) is one prime example as is the 8V jetta non-GLI.  These cars
come with the CIS-E system fuel system but with a lower compression so the
knock sensor was not needed. The GTI and GLI badged cars from the same year
had the high compression/performance motor, and required a knock sensor.

All 16V Sciroccos, GTI's and GLI's had/have one knock sensor up till the 2.0
motors were available, then the Motronic system same along with two knock
sensors.

To put a 2.0 shortblock "bubble block" in your roc, just drop it in, and
make sure that the knock sensor is in the correct location, kinda behind the
alternator and torqued to spec.
