I always thought it was '85 and up, for the U.S..
My '84 Wolfsburg came with the small spoiler.

Do you guys have '84 1/2's by chance? Spacesaver spare, transfer pump,
bigger tank, bigger rear spoiler...

Maybe it is '84 1/2 and up, for the bigger rear spoiler.
