crazy bulbs in my euro lights???

O.K. - check this out.  I was polishing up the old roc, and came accross some
thing I had not seen before.  When I looked into the headlights (euro's)I saw a second small bulb off to the outside edge on the back wall next to the H4's.  It was in both lamps.  Upon further inspection, I was able to reach behind and twist it out.  Neither of them are connected to any wires.  Is this some kind of daytime running light or something?  I thought it might have been a blinking light from an alarm or something, but these slots look factory, as well as the twist in bulb holders, and the bulbs are clear.

So what are they?  Any ideas on different uses for them?
