Almost right; it's less an A/C add-with than a Cali-antismog thingy.

Semi-Quote mode ON:
The Digital Idle Stabilizer (DIS) is used only on cars with carbs and on
cars w/ FI when sold in California. ( Seeee? ) If there is trouble on a
car with one of these modules installed then disconnect both plugs from
the DIS with the engine stopped. Then connect the plugs together and and
start the engine. If the trouble goes away ( and it's not a problem with
the connections ) then 'that sucker is faulty'.

The function of the DIS is to keep the idle in the same RPM range no
matter the extra load placed upon it by auto tranny or A/C ( OK, OK,
Shawn ). It does this by monitoring the RPMs and only acts between a
range of 600 to 940 ( 80 - 82 ) or 600 to 840 ( 83 ) and does not affect
the idle when outside this range. Like during startups of when you work
the throttle.
