When does the rev limiter come on?

Experts,


I have never had the experience of visiting my rev limiter.  At what speed should it come on?  While autocrossing, I have seen (unintentionally) frighteningly high revs. And was considering a rev limiter and or shift light until I get better at avoiding those cones.
