(non-roc) Fan won't shut off

Ok, this isn't exactly Scirocco related, but it is a VW.

The cooling fan on my sister's '92 GLI wouldn't shut off
this morning.  It had been in the garage for 10-15 minutes
when I went out to go to work and the fan was still
running.  I started the car, and as soon as the key was
turned, the fan quit.  Shut the car off, and it came back
on.

Any idea why it would do this?
