There is a foam P.O.S. bushing that goes in that metal ring. My 
recommendation is to go to a wrecking yard and get a acc. pedal from a 16V 
MK2 and install it; it doesn't have that foam bushing and I can't remember 
the exact cable you need to use for it to fit; maybe a late model 8V? HTH
