Throttle cable question

Where the cable connects to the accelerator pedal, there is an "L" shaped 
hook type thing that connects to the pedal assy.  On the pedal assy, is 
there supposed to be a bushing of some type for the "L" to go through, or 
is it supposed to just hook on to the metal ring?
