[tech] fuel ratio/3mm hex/emissions??

My 88 16V:
HC@ 251 ppm CO @ 2.15 Pct CO2 @ 11.9 Pct
Nology wires, Bayru plugs, cap, rotor, O2 sensor=9 months young.

Do I pay the $65 to have the shop hook it up to their fancy machines and
analyzers and have them "lean it out"? ...Or..
What's the deal with this 3mm hex and the dwell meter?

Thanks to those who sent some blurps, I have the Bentley's but it seems so
confusing, and non-comprehendable. I don't want to mess up the smooth idle
and nice running sound. I would like to have it running super low emissions
like everyone else.

As you folks know, I'm not mechanically inclined and need to know if this is
over my head. What is my best option here? If this is not over my head, a
true non-mechanic, what is the easiest way to do this without messing up the
car. I'm a man of details, and willing to learn. However, not at he
expense of my newly acquired 16v. TIA.
Peace
Rich
