John,

the stuff is called Night Shades.  I can't remember
who is the manufacturer, but you can get it through
Summit Racing.
I used this stuff on my rear turn signals, and it seems
to work great, although I would recommend spraying
a clear coat over it when it's done.  I didn't use a clear
coat, and it is beginning to look a little dull.
